Section 2.0 Project Narrative Application for Tentative Approval of Preliminary Plan 307 Main Street Preliminary Plan Barnstable, Massachusetts Project Narrative 2-1 2.0 PROJECT NARRATIVE 2.1 Existing Conditions The Property is located at 307 Main Street in Barnstable, Massachusetts and can be further identified by the Barnstable Assessor as Map 327, Lot 103 which is under site control by WinnDevelopment Company, LP. The current property owner, 307 Main Street Nominee Trust, through its trustee, has authorized the Applicant to submit this application. The Property consists of a ±1.8-acre, developed site that currently contains a two-story vacant bank building and associated 73-space parking lot. The Property is located in the Downtown Main Street Zoning District (DMS) and the Hyannis Main Street Waterfront Historic District (HMSWHD). The Property is bounded to the east by Old Colony Road (a two-lane, one-way roadway); to the northwest by Main Street (a two-lane, one-way roadway); and to the south by the former Cape Cod Times building, which has been retrofitted with apartments. The Property is served by two driveway curb cuts along Old Colony Road on the eastern side of the site and can also be accessed via a curb cut on Main Street connecting to a fire access lane and easement. The fire access lane is located along the southwestern property line and provides access to the abutting property. According to the Federal Emergency Management Agency (FEMA) Firm Maps 25001C0568J and 25001C0569J, the Property is not mapped within a flood hazard area. Additionally, the Property is not mapped by Natural Heritage and Endangered Species Program (NHESP) within priority habitat of rare species or within estimated habitat of rare wildlife, nor does it contain any certified vernal pools or wetland resources areas. Based on the Zoning Map of the Town of Barnstable last amended February 2, 2023, the Property is not within a Groundwater Protection Overlay District or a Well Protection Overlay District. 2.2 Proposed Preliminary Plan The Applicant is requesting Tentative Approval of a Preliminary Plan to subdivide the Property into five multi-family residential lots. The Project includes a 230-foot-long dead-end road (Minor Road) to access the multi-family lots in lieu of individual access from Old Colony Road and/or Main Street. Application for Tentative Approval of Preliminary Plan 307 Main Street Preliminary Plan Barnstable, Massachusetts Project Narrative 2-2 2.3 Compliance with the Design Standards This section describes compliance with the applicable sections of the Regulations (Chapter 801, Article VI: Design Standards). 2.3.1 Streets (Section 801-26) Location of Streets (Section 801-26.A) The road provides adequate access to all lots in the subdivision to lessen the congestion of adjacent public streets and reduce the number of existing curb cuts onto adjacent streets. As access to the adjacent property is provided via an existing driveway from Ocean Street and access easement/driveway from Main Street, the Project is not proposing to project the subdivision road to the adjacent property. Since the subdivision borders on major roads, several of the proposed lots will have double frontage, however access to lots will be provided from the subdivision road and not from the adjacent major roads. Width, Alignment and Grades of Streets (Section 801-26.B) The width, alignment, and grade of the road has been designed in accordance with the criteria contained within the Appendix, Design Standards, and Typical Road Cross Section of the Regulations. The road is located approximately 240 feet from the intersection of Old Colony Road and Main Street and intersects Old Colony Road at approximately 90 degrees. The road is designed with a grade of 2% for the first 40 feet from Old Colony Road and no greater than 6% within 500 feet of the proposed dead-end. The changes in grade are connected by vertical curves of the lengths indicated in the design standards table. Dead-end Streets (Section 801-26.C) The road is proposed as a 230-foot long dead-end as the adjacent property is provided via an existing driveway from Ocean Street and access easement/driveway from Main Street. The road has been designed with a roadway diameter of 90 feet at the turnaround and right-of-way diameter of 105 feet. Refer to Section 2.4 for waiver request of Section 801-26.C (4). Clearance Above Roads (Section 801-26.D) There is no existing vegetation on the lot that will be required to be cleared to accommodate trucks or emergency vehicles. Application for Tentative Approval of Preliminary Plan 307 Main Street Preliminary Plan Barnstable, Massachusetts Project Narrative 2-3 2.3.2 Drainage (Section 801-27) General Provisions (Section 801-27.A) The subdivision has been designed such that all drainage is contained and disposed of within the subdivision. No drainage is discharged onto adjacent properties or onto the public right-of-way at a rate greater than existed prior to construction of the subdivision. Post-development site will have less impervious area than the pre-development site, and therefore, peak runoff rates and volumes will be reduced. As required, a Stormwater Management Report will be submitted with the Definitive Plan. Subsurface Drains or Subdrains (Section 801-27.B) The existing groundwater table is greater than four feet below the finished grade of the roadway. As such, a system of subdrains is not necessary. Storm Drains (Section 801-27.C) A complete storm drain system including gutters, catch basins, manholes, drain lines, water quality structures, and subsurface infiltration systems has been designed to capture, treat, and infiltrate stormwater runoff from the subdivision to provide adequate drainage of the road so water does not accumulate. Proprietary water quality treatment structures are proposed to treat the first one inch of rainfall. Catch basins are located in pairs at low points in the roadway and at intervals of not more than 300 feet on contiguous roadway grades with manholes located at changes in direction or at the intersection of two or more drain lines. Drains are a minimum of 12 inches in diameter with a minimum slope of 0.5% and design velocities between 3 and 10 feet per second to be self-cleaning. 2.3.3 Easements (Section 801-28) Easements are proposed for water and sewer mains to the existing municipal facilities within Main Street and are centered on the lot line between Lot 3 and Lots 4 and 5. 2.3.4 Sidewalks (Section 801-29) A five-foot-wide sidewalk is proposed on one side of the proposed road and around the cul-de-sac bulb. All sidewalks conform to the American Disabilities Act (ADA) and Massachusetts Architectural Access Board (MAAB) standards. A green strip is proposed with street trees at 30-foot intervals to separate the sidewalk from the roadway. Application for Tentative Approval of Preliminary Plan 307 Main Street Preliminary Plan Barnstable, Massachusetts Project Narrative 2-4 2.3.5 Curbing and Berms (Section 801-30) At the time of paving, bituminous concrete Cape Cod berms will be installed along the road. The proposed road will include vertical granite curbing in the final condition. 2.3.6 Lots (Section 801-31) Lots within the subdivision comply with the Zoning Ordinance of the Town. Lot numbers will be conspicuously displayed with a suitable marker visible from the road layout. Lots are located and designed to provide building sites with positive drainage away from buildings. 2.3.7 Open Spaces (Section 801-32) A separate open space, park, playground, or recreation area is not proposed. 2.3.8 Protection of Natural Features (Section 801-33) There are no natural features, such as large trees, watercourses, scenic points, historic spots, and similar community assets on site. 2.3.9 Retaining Walls (Section 801-34) No retaining walls are proposed. 2.3.10 Utilities (Section 801-35) Water, sewer, and storm drainage facilities are shown on the Preliminary Plan which will be necessary for development of the lots. The sewer main is designed to connect to the municipal sewer within Main Street. The water main is designed to connect to the existing municipal water system within Main Street; a hydrant is proposed within the cul-de-sac bulb. Private utility mains and services including electric, gas, and telecommunications services will be coordinated with the respective utility companies and will be shown on the Definitive Plan. 2.4 Waiver Request The Applicant is requesting a waiver to Section 801-26 C. (4) which requires that “Dead-end streets shall be constructed all the way to the property line and shall be designed and located so as to allow them to continue to abutting property.” As access to the adjacent property is provided both from an existing driveway from Ocean Street and an access easement/driveway from Main Street and the adjacent property has frontage on both Main Street and Ocean Street, the Project is requesting a waiver from this Section.
