November 7, 2022 at 5:30 p.m.
ORDER AND INTRODUCTION OF MEMBERS
Chair Ann Canedy calls the meeting to order at 5:30 p.m.
Also in attendance are Kris Clark, Town Council Liaison and Administrative Assistant, Genna Ziino.

TOPICS FOR DISCUSSION
New Business
Discussion of proposed Amendment to Code to update charge of the Committee
This item was taken out of order and was discussed after old business. In 2019, the Committee had wanted to
change its name to Open Space Committee to be more reflective of what it is. They also wanted to clarify,
polish, and add some charges. Elissa Crowley agreed to work to finalize the requested changes with Vice Chair
Farley Lewis. They will update and then present their updates to Councilor Kris Clark as an item to place on a
Town Council agenda. Councilor Clark suggests requesting Councilor Jessica Rapp Grassetti’s input as she was
the liaison when the effort was initiated.
Old Business
Update on status of outstanding Conservation Restrictions: Harju, Amaral, Prince Ave, Wakeby, Penn, Bowles
(Commerce), and Silvia
Chair Ann Canedy provides updates: Penn (AKA Tonela) has been signed by Town Council President and Town
Manager, and is being sent to the State to be signed; after which it will be recorded. Wakeby has been recorded.
Silvia has been signed and is on its way to State. Prince, Harju, and Amaral are still waiting on State approval;

they are unfortunately not a high priority because they have no deadline, but there is nothing more that can be
done by this Committee at this point. Councilor Clark adds that there is a backlog at the State level.
Update: Pathways Project and Trayser Bridge Construction Proposal
Chair Canedy reads a memo from Asset Management Director David Anthony on the status of the connector
bridge behind the Customs House (Coast Guard Heritage Museum/Trayser). She informs the Committee that
Asset Management has welcomed Grayce Rogers to their team as a Land Property Manager. She has begun a
review of the efforts made to finalize the notice of intent to go to Conservation Commission. Drawings and plans
are complete. She will be reviewing town property holdings and doing research on acquisition backgrounds for
identified properties. Vice Chair Farley Lewis suggests inviting Ms. Rogers to a LAPC meeting. Chair Canedy
supports that idea and also would like to meet with Ms. Rogers, Farley Lewis, and Councilor Clark separately to
understand what Ms. Rogers’ role will be.
Also included in the memo from David Anthony is information that new trails for hikers and bikers are
underway, and reviewing and updating the management plan for acquiring open space is a renewed goal for
Asset Management now that new staff capacity exists.
Update: Centerville Cranberry Bog
No update.
Update: Twin Brooks Proposal
No update. The Cape Cod Commission meeting is not yet scheduled.
Update: Open Space & Recreation Plan
Vice Chair Farley Lewis and Councilor Clark summarize the Walking Library meeting: Alicia Messier will be
helping the LAPC move forward with the Walking Library project and is currently working on developing the
existing trail materials into a sortable online library. The hope is to have a preliminary Walking Library by the
2023 Spring Walking Weekend, which will be May 5-7.
Ms. Messier and GIS are also beginning the process of remapping and re-blazing Barnstable trails. The
Committee discusses blaze options, and Doug Payson suggests potentially adding some kind of marker in the
asphalt of parts of trails that go on the road to clarify that the trail continues. Farley Lewis asks members to use
the Gaia app while they’re out trail walking to document any trail issues they find. Chair Canedy suggests asking
David Anthony if Grayce Rogers is the point person for trail issues like that.
Chair Canedy informs the Committee that she will be meeting with Elizabeth Jenkins about the Open Space &
Recreation Plan.
Report from Phyllis Miller/Tracy Pratt regarding Santuit Preserve
Chair Canedy reads a memo from David Anthony stating that staff support for the Santuit Committee will start in
earnest after January 1. Chair Canedy has asked that a member of LAPC be included, as dictated by the
Management Plan.
Report from Farley Lewis regarding Community Preservation Committee Open Space applications
Farley Lewis was not able to attend the last CPC meeting but knows there is the possibility of a CR on 153
Oakmont in Cummaquid Heights. It is still in the letter of intent stage. It’s presently owned by the Barnstable
Housing Authority, and is under agreement with Martin Reilly. He suggests that the Town purchase the property
from him for $350,000. He indicated that, in the alternative, he will build 8 units of 40B housing with 2
affordable units and 6 market value units, all single homes. The Barnstable Fire District was apparently
approached but is unable to purchase it due to their budgetary constraints.
Report from Town Council Liaison Kris Clark
Councilor Kris Clark updates the Committee that she went to a Hyannis Chamber of Commerce event and they
had “trails” listed as one of the perks of Barnstable. She shows pictures of the event banners. She emailed the
CEO about the potential to partner for a grant proposal, and he responded with an invitation to write an article
for the 2023 Guide Book about town walkers. Doug Payson offers to write the piece and expresses an interest in
making it about the connectivity of trails, to move away from driving to and from trails, but welcomes feedback
from all members. Councilor Clark has sent a follow up to the CEO and will loop Doug Payson in.
Councilor Clark requests that Chair Canedy ask Elizabeth Jenkins to introduce her to Alice Marcus-Krieg, the new
grant writer. Councilor Clark suggests Ms. Marcus-Krieg could potentially partner with Ms. Messier about trail
needs.
