You are hereby notified that a hearing was held b y remote participation via Zoom Meetings on the following applications: Paul Richard, Chair Absent Bett McCarth y, Clerk Present George Jessop, AIA Present Ryan Coholan Present Lesle y Wallace Absent Jeffrey Goldstein, Alternate Present Gra yce Rogers, Administrative Assistant Present A quorum being met, Chair Paul Richard called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ROLL CALL Chair Richard called the meeting to order at 6:30 pm and took roll call. CONTINUED APPLICATIONS Nagle, Donna, 3219 Main Street, Barnstable, M ap 299 Parcel 023/001, built c. 1920, Freeman’s Friendly Service. Contributing structure within the Old King’s Highway Historic District. To remove and replace signage. The application was represented by Donna Nagle. There was no public comment. Discussion: There was discussion about the name, the font style, color, and boarder. Clerk McCarthy inquired about the colors. The background will be gold, the metal circle will be gold, and the “W” letters on the sign will be in red, and the other letters will be white. Member Coholan asked about the way in which the letters were attached. The letters are affixed separately to the board behind it and not welded onto the sign. T hey ar e wooden letters. Chair Richard inquired about whether or not the sign is double sided or not. The sign is one sided. He made the recommendation that the sign is double sided. Member Jessop mentioned that a boarder should be added to the sign. There w as a motion made by M ember Jessop to approved the Certificate of Appropriateness as submitted to remove and replace signage with the mo dification that a red boarder, three quarters of an inch fro m the perimeter, be added to the sign for Donna Nagle at 3219 Main Street, Barnstable, Map 299 Parcel 023/001 and built c. 1920, Freeman’s Friendly Service which is a contributing structure within the Old King’s Highway Historic District. The motion was seconded by Clerk M cCarthy. So voted: Aye: Jessop, M cCarthy, Wallace, Coholan, Richard Nay: 0 Abstain: 0 APPLICATIONS Susan Eacott Comer Trust, 294 Millway, Barnstable, Map 301, Parcel 013/000, Built c. 1979 Remove a portion of the existing roof and create a new second story. The application was represented b y Kevin Werner of Fine Line Design. Public Comment: Nicholas Trombi who resides at 306 Milway, Barnstable ; a direct abutter, stated that he agreed with Chair Richard. He noted that the proposed elevations look larger on paper. He has an extensive background in HVAC. He recommend that a site visit might help the members in regards to the scale and mass of the proposed plans. Discussion: Werner made modifications to the design that was previously reviewed by the Committee in February 2022. The original application was denied and this is a new application. Werner presented pictures from around the neighborhood of other houses in the area to demonstrate that the proposed structure would remain in the scale of the neighborhood. The changes in the design were made b y bringing the peak of the tower down by 18 inches. The roof pitch was increased to a 9 inch pitch. The tower now does not stem proud of the ridge. Member Jessop made a comment that the photo of the house on the corner that was used to reference scale was two stories high, but also taller due to being raised to satisfy flood compliance in the flood plain. The skirt board at the bottom of the structure demonstrated this. The other photo demonstrates a dwelling with dormers into the first floor for expansion instead of a full second story. He mentioned that reducing the height of the tower was appropriate. He noted that the windows were appropriate for the attic space. The second story windows are appropriate. He also said that clipping the roof for the pitch increase was appropriate. Clerk McCarth y believes that the proposed design is particularl y large in comparison to the other structures in the neighborhood. She has serious concerns for the proposed elevation. Member Wallace agreed with Clerk McCarth y. She said it would be more appropriate to scale down the proposed plan. Member Coholan noted that the previous design illustrated a large tower, but the new scaled down design was appropriate. In reference to Clerk McCarthy and Member Wallace’s comments, he commented that the connection of the outbuilding ma y make the scale seem larger than it is. His concern was the tower, but it has been addressed accordingl y. Chair Richard commented that Attorney James Wilson always recommends to stand in fro nt of the parcel and turn 360 degrees to evaluate the propert y within its setting. Chair Richard noted that the revised proposed scale is appropriate. He said that the structure two doors down on the south side and the structure on the north side have appropriate scales and therefore, this scale would be appropriate within its setting. There was a motion made by Clerk McCarthy to approve the Certificate of Appropraitness as submitted for the Susan Eacott Comer Trust at 294 Millway, Barnstable, Map 301, Parcel 013/000 which was built c. 1979 to remove a portion of the existing roof and create a new second story. The motion was seconded by Member Coholan. So Voted: Aye: Jessop, Coholan, Richard Nay: McCarthy, Wallace Abstain: 0 Littlefield, John & Susan, 11 Holly Lane, Barnstable, Map 336, Parcel 064/000, Built c. 1968 Raze and replace of the garage and addition on the east side of the existing house. The application was represented b y Allison Alessi of A3 Architects as well as John and Susan Littlefield. There was no public comment. Discussion: Alessi described that the structure is a colonial from 1968. It has an attached one story famil y room and a pone story garage. The plan is to modify the house so the owners can retire there. The north elevation from left to right is a one stor y primary bedroom addition. There would be a front facing covered porch added. On the west side of the propert y, the proposal is to raise the existing one stor y garage and propose a carriage house st yle garage. It would be a steeper pitch. On the rear of the structure, there is a proposal for all black solar panels. Member Jessop asked for clarification on the garage doors. He asked if the solar panels will be flesh with the roof or stand alone and will the roof be black to match. Alessi replied that the solar panels will be flesh to the roof. Clerk McCarthy noted that the location was fairly remote and the solar would be minimally visible. She recognized the sk ylights for the record. Member Wallace commented that ever ything is proportional to the lot and did not believe that the solar panels or the skylights would be a visible issue. Member Coholan noted that this is an appropriate application. Chair Richard asked what the age of the roof was. John Littlefield note d that the roof was about 15 to 20 years. Chair Richard mentioned to be conscious about the roof age and the installation of solar panels. He would also recommend a charcoal roof. He stated that the application is appropriate. There was a motion made by Clerk McCarthy John and Susan Littlefield at 11 Holly Lane, Barnstable, Map 336, Parcel 064/000 which was built c. 1968 to raze and replace of the garage and addition on the east side of the existing house. The motion was seconded by Member Wallace. So voted: Aye: Jessop, McCarthy, Wallace, Coholan, Richard Nay: 0 Abstain: 0 Kennedy, Robert & Mendez- Kennedy, Christina, 3885 Main Street, Barnstable. Map 335, Parcel 052/000, Built c. 1953 To construct a front porch. The application was represented b y Robert Kennedy. Kennedy had issues connecting to the digital meeting. This item was taken out of order. The Committee moved to the next application to give time for Kenned y to connect to the meeting without delaying the meeting. The Chair waited until the end of the meeting to see if Robert Kennedy or the representative were present. There was no known representation able to connect. There was no public comment. Discussion: Chair Richard noted that the porch plan was not drawn to scale. There was a motion made by Clerk McCarthy to continue the application to the March 23, 2022 meeting. Prior to the meeting, the applicant requested that the application was withdrawn without testimony. There was no public comment. There was no discussion. There was a motion made by Clerk McCarthy to accept the withdraw request for Erik Dasque at 113 Boulder Road, Barnstable, Map 315, Parcel 030/000 which was built c. 1988 for the installation of roof top solar panels. The motion was seconded by Member Wallace. The application was represented b y Todd, Shea, the homeowner. There was no public comment. Discussion: Todd Shea presented the application. The application is to construct a one bedroom apartment above the three car garage. The construction will include a dormer in the front which faces the street as well as a smaller side dormer which faces the west side of the house. There will also be a balcony with stairs on the side of the house. The materials match the existing structure. The Committee was in consensus that the proposed plan is appropriate. There was a motion made by Clerk McCarthy for Todd Shea at 22 Abegale Snow Road, West Barnstable, Map 089, Parcel 011/000, which was built c. 2003 to construct a one bedroom suite with one bathroom, kitchen windows, balcony, stairs, and two dormers to be located above existing garage and within existing footprint. The motion was seconded by Member Wallace. The application was represented b y Jim Hagarty, the designer, as well as Susan White, the homeowner. There was no public comment. Discussion: Hagart y presented the application. All the exterior materials will match the existing house. The grille patterns on the windows will remain the same. The design is conscious of the massing. Member Jessop asked if the transom lites over the garage were new which they are. Clerk McCarthy noted t hat the location is remote and not visible from Sandy Neck Road. The plans are appropriate. Member Wallace and Member Coholan both agreed it is an appropriate plan. Chair Richard noted that the structure was not located in a ver y visible location. He agreed the plans are appropriate. There was a motion made by Clerk McCarthy to approve the Certificate of Appropriateness as submitted for Arlene Antonicelli and Sharon Murphy at 19 Tillage Lane, West Barnstable, Map 136, Parcel 004/000 which was built c. 2006 to Construct a 2 car garage mudroom addition with a bedroom suite above as well as to repair the driveway with natural stone and loan and seed disturbed areas. The motion was seconded by Member Wallace. Therefore, half the height will be visible. It is shaded b y trees. Discussion: It is a 10’ x 20’ addition with a farmer’s porch. The materials will match the existing. Member Jessop asked for clarification about window orientation. A window will be added next to the garage door. All of the members were in consensus that the design was appropriate. There was a motion made by Clerk McCarthy to approve the Certificate of Appropriateness as submitted for Antone Felix III at 443 Marston’s Lane, Barnstable, Map 348, Parcel 033/000 which was built c. 1985 to construct an addition with a famer’s porch. The motion was seconded by Member Wallace.
