OKH 06 22 22 minutes Town of Barnstable Old King’s Highway Historic District Committee MINUTES Wednesday, June 22, 2022 6:30pm To all persons deemed interested or affected by the Town of Barnstable's Old King’s Highway Historic District Act under Secti on 9 of Chapter 470, Acts of 1973 as amended. You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: A quorum being met, Chair Paul Richard called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ROLL CALL Chair Richard called the meeting to order at 6:30 pm and took roll call. CONTOUNED APPLICATIONS Bassett, Wayne D & Evelyn G Trs, 24 Second Way, Barnstable, Map 319 Parcel 004/000, Built c. 1967 To install roof mounted solar panels. In 1973, when the act was passed, it noted that applicants may consider alternative energy designs wit hin the district, such as: skylights, solar panels, and wind generators. The act is close t o its 50th year and the world is evolving. Quinn agrees that solar panels that are installed not in accordance to the roof plane can look obnoxious. People are trying to install solar panels to reduce the electric bills and free up cash that can help maint ain the homes. Under the heading, “Energy Conscious Design”, on page 32 of the most recent version of the bulletin dated March 2022, there are nine items that have not changed since the beginnin g of the act only the placement in the booklet. There are trees that help with minimal visual impact from Commerce Road. The bulletin states minimal visual impact, not no visual impact. The solar panels does not change the appearance significantly. The installation would not have a impact on the historic elements of the building. The neighborhood was involved with the historic Cape Cod salt works. The area has been ever evolving since. Ground mounted solar panels would only be installed if the trees were clear cut on the pro perty. The applicants are complying to the matching roof lines. The surrounding houses’ architecture do not match. It is diverse. The original solar panel array cannot be seen from the ground and are located in a place to provide the best output for the house. Quinn noted that since he has installed his solar panels he has not needed to pay an electric bill since the installation. His carbon footprint is very low. Quinn took pictures along Commerce Road and one would find it hard to notice the solar array. Solar panels are not bright paint color, a political flag, or a billboard. It is a responsible person’s effort to make living in an expensive area like Cape Cod a little more affordable. We need to continue installing solar panels. Solar panels that are flat on the roof are appropriate. It is a cape style home. Electric cars goes hand in hand with a solar array. There will be charging stations at homes soon. There needs to be a way to meet people’s needs. It is still visible from Meridian Way, but less visible from the original design as it will not be viewed on Second Way. However, there were still concerns about the solar panel array  There was discussion about cutting back trees to improve sunlight exposur e for the solar panels.  The solar panels will be black.  There was support expressed for the original design due to the roof pitch which may qualify the solar panels for minimal impact.  The house is not historic only located within a local historic distr ict. There was a motion made by Clerk McCarthy to approve the Certificate of Appropriateness was submitted for Wayne D & Evelyn Bassett G Trs at 24 Second Way, Barnstable, Map 319 Parcel 004/000, Built c. 1967 to install roof mounted solar panels. The motion was seconded by Member Wallace. Issues Discussed:  The Committee was in unanimous consensus that the paint change is appropriate. There was a motion made by Clerk McCarthy to approve the Certificate of Appropriateness as submitted for Gilmar & Kelly Borsatto at 306 Old Jail Lane, Map 277 Parcel 019/000, Built c. 2000, to change the color of the front door from white to black. The motion was seconded by Member Wallace.
