Staff Report June 15 HHDC Agenda1 Town of Barnstable Planning and Development Department Staff Memorandum To: Cheryl Powell, Chair From: James Kupfer, AICP, Senior Planner Date: June 7, 2022 RE: June 15, 2022 HHDC Agenda – William James LLC – 252 Main Street, My Generation Energy/Jacob Dewey – 39 Pearl Street, Caitlin Jackson d/b/b Be Free Wellness - 326 Main Street, Sunrun Installation Services/owner Doug Leviske - 274 South Street, Hyannis William James LLC – 252 Main Street Background The subject building at 252 Main Street was originally constructed in 1880 as a residential home. In 1925 it was expanded for commercial purposes, leaving little evidence of the original home. It has been further modified and expanded to incorporate two commercial spaces and a living area above. The exterior materials vary and are in fair to poor condition. Proposal The Applicant proposes to rehabilitate the existing structure, remove the second floor addition and add a new side access egress. The applicant also proposes to replace the rotted trim and siding to match the existing material and paint to match the existing colors. Existing 2 The Applicant has provided a detailed plan set outlining the improvements proposed and materials to be used. The Commission may wish to consider, if granting an approval, a condition that the proposed improvements shall be substantially in conformance with the plan provided and any exterior changes to the plan shall be reviewed and approved by the Commission prior to the improvements being made. My Generation Energy/Jacob Dewey – 39 Pearl Street Background The subject property at 39 Pearl Street contains 5 duplex structures that have been newly constructed. The property was in receipt of a Certificate of Demolition for the previous structure in February of 2012 by the Commission. Demolition was followed by a request for a Certificate of Appropriateness for the structures residing at the site today. Certificate of Appropriateness was granted in February of 2021 by the Commission. Proposal The Applicant proposes to place 33 black solar panels on the south facing side of each of the five roofs. A request has been made to provide further information as to the type of solar panel and the exact location and percent of roof the panels may occupy. The Guidelines do not speak in depth regarding appropriateness of solar panels. The Commission may wish to better understand the visibility the panels may have from a public way and how it relates to the surrounding character of the neighborhood/district. Existing Conditions Proposed 3 Caitlin Jackson d/b/b Be Free Wellness - 326 Main Street Background The subject property at 326 Main Street was originally constructed in 1940 as a commercial building. The structure is a rectangular, one story structure, with a brick façade and flat roof. The building was added on to in 1950 to double in size. Proposal The Applicant proposes to replace the existing projecting sign in the same location. The new sign is proposed to be 2.5’ by 2.5’. The sign will be made with a wood and metal material and have no lighting associated with it. The Commission may wish to confirm colors proposed, and if mounting hardware will remain and reused or if new hardware is proposed. Additionally the Commission may wish to confirm no additional signage is necessary. The former tenant had multiple window signs. Existing Conditions Proposed Conditions 4 Sunrun Installation Services/owner Doug Leviske - 274 South Street Background The subject property at 247 South Street is currently a multifamily residential structure. The property was originally constructed as a single family home in 1865 for Captain George Hallett. The property was converted to multifamily in the 1970s, and has added two rear additions. Proposal The Applicant proposes to place 42 black solar panels (23 on the left, 19 on the right) on the roof of 274 South Street. According to the Applicant, the mounting hardware will not be visible. The Applicant received a Certificate of Appropriateness on May 18, 2022 for black roof shingles within the footprint of the exiting roof layout. The Applicant has provided renderings of the exact location and percent of roof the solar panels may occupy. The Guidelines do not speak in depth regarding appropriateness of solar panels.
